The CLI tools source the file /etc/rundeck/profile, which defines JVM options to correctly set the -Drdeck.base system property used.

However they also incorrectly define RDECK_BASE environment variable set to /etc/rundeck.

in the /usr/bin/dispatch script, the RDECK_BASE is used to redefine the -Drdeck.base system property, so it is set incorrectly when the tool finally executes.
