remote options URL failure allows text field input even if option is restricted

When a remote option URL fails to load, the user is presented with a text input box for the option, even if the option was "enforced from allowed values". The job can still be executed with a value that is not from the enforced list.

the option should not present a text input box if the option is "enforced" and the remote URL loading fails.
