It's currently defined as Apache-2.0 in our documentation (e.g. https://github.com/dtcenter/MET/blob/main_v11.0/docs/Users_Guide/index.rst), but it might be wise to make it more front and center in the repo.

@lisagoodrich, FYI, here's a quick and easy way to add the Apache 2.0 license using a template. Please do this for both the current default branch (main_v11.0) and develop branches:

I'm happy to do this as well, but figure it'd be good for you to be aware of this process for the other METplus repos.

Committed LICENSE.md for the Apache 2.0 license directly to the main_v11.0 branch (9bdc9e6) and develop branch (8258775).
