In cases where mods distribute files that they shouldn't, such as
2502526929\CitiesHarmony.Harmony.dll, this causes Harmony to "FAIL" since the mod's assembly is loaded instead of Harmony's, but the Harmony mod does not attribute the error to the offending mod.See
