We're migrating the test framework to jest as it has good integration with the vscode test explorer and, crucially, the ability to mock the 'vscode' library. See for more details on reasoning - #6174

However we do not want to be supporting 2 test frameworks - so this issue tracks migrating our remaning tests to jest.
