Missing NavigationBar and other elements while opening the app from sticky foreground service.

Description

Adding sticky foreground service is causing many UI issues. Unfortunately, only one of this issues(the one in the title) is reproducing in the sample app, but here are other ones:

1. Clip is not working, after opening the app. Either clip is not there at all or when controls were moved by translations clip did not.
2. Controls, which IsVisible property was set to False before app went to the background are not visible after opening the app. To make these controls visible we need to swipe away the app and open it once more, looks like IsVisible needs to be set to true while swiping away the app. Also triggers are not working while IsVisible is set to false.

We suspect that decreasing usage of ui thread has positive impact on this bugs, they are less likely to appear.

Steps to Reproduce

1. Open the app
2. Change tab to title 2 or title 3
3. Swipe away the app
4. Open the app
5. Nav bar is missing

Verified this issue with Visual Studio 17.10 Preview 7.0 (8.0.0-rc.2.9530/8.0.3/8.0.40). Can repro it
