Describe the Bug

dotnet format fails for ASP.NET Core Web App projects because it cannot find Microsoft.CodeAnalysis.CSharp, Version=4.1.0.0.

Steps to Reproduce

Just use the latest sdk image, create an ASP.NET Core project and then execute dotnet format on it:

> docker run --rm -it mcr.microsoft.com/dotnet/sdk:6.0

Other Information

The issue seems to have been introduced around February 18 as we've noticed it in one of our CI builds first. The build in question used to work on February 17, but started to fail on February 18.

The issue also happens with the Alpine image. It however seems to be specific to ASP.NET Core projects.

Closing as this seems to be unrelated to the Docker images and there is already an issue for dotnet format in general: dotnet/format#1519.
