Retire duplicate documentation on diagnostics repo

Once #515 is complete, we should think about removing documentation on the diagnostics repo to reduce duplicate work and keep docs in sync across the repos.

docs.microsoft.com is the official documentation site, so we should try to keep only the docs that we won't be documenting in the official docs site. (i.e. docs on workflows for contributing to repo, etc.)
