Problem encountered on https://dotnet.microsoft.com/learn/dotnet/hello-world-tutorial/install
Operating System: macos 10.14.5

After installation and typing "dotnet" in terminal response is "dotnet: command is not found". Reopening terminal does not help

I believe a bug for this already exists in the CLI. Could we dupe this one to the CLI one?

This may be this issue with the host pkg: https://github.com/dotnet/core-setup/issues/6521. There's a macOS utility path_helper that we rely on, but it doesn't seem to be working for people.
