These tests write binaries to disk so that they can be repacked with a different version and compared against reference binaries.

This belongs in Arcade. Have not had time to determine the underlying cause of the flakiness.

This issue seems stale, no longer necessarily relevant or of significant priority. However, if any of these assumptions are incorrect, please reopen.

These tests are still disabled. I think we should either do the work to figure out whether we can remove them, or fix them, even if this issue goes to the Arcade SDK epic
