User Story

As a user, I need to be able to

edit an uploaded file's name, summary and collection(s) that it belongs to
delete a file
edit the name and summary of a collection
delete the collection

We need to support editing files and collections

Ability to change the collection(s) that a file belongs to
Ability to change file and collection name
Ability to delete collections and files
On delete, notify user when a collection or file is used by a published or unreleased bot.
