As an IDEasy user I expect IDEasy to skip a step if no installation was required.
See: #877

Step 'ide (mvn)' failed: com.devonfw.tools.ide.cli.CliProcessException: Running command '/Users/Username/IdeasyTestProjects/testproject/software/mvn/bin/mvn'
failed with exit code 1!
1 step(s) failed out of 3 steps.

There were two hidden installation steps (java and mvn) which could only be shown using the trace mode.
