Issue Description

There needs to be support for at least targeting builds to the arm64 architecture to support Apple silicon macs.

Acceptance Criteria

  • Add support for targeting other architectures in container builds including arm64
  • Add support for targeting other platforms in manager binary builds including arm64 architecture and darwin operating systems
  • Update documentation to include instructions tied to these changes
