Issue Description

#1197 needs a new field under the index schema to indicate the deployment scope of a stack/sample, e.g. innerloop or outerloop.

Acceptance Criteria

  • Add a new field for deployment scope which accepts values innerloop, outerloop, or both
  • Add validation to prevent other values from being entered into the deployment scope
  • Update test cases to include this field
  • Update documentation on index schema to include this field
