Axe-core's scrollable-region-focusable rule is only partially consistent with the ACT Rule Scrollable content can be reached with sequential focus navigation. This is because we are not reporting this rule as required under SC 2.1.3 (Which is AAA).
This is a slightly unusual mapping. Unlike rules like color-contrast, which has a color-contrast-enhanced AAA variant, for scrollable-region-focusable there is no difference between how axe tests 2.1.1 (Level A) and 2.1.3 (level AAA).
