Sign-in widget: Change the verify alert to use service-specific buttons and messaging

User story

As a Veteran, I want to see identity verification alerts that are relevant to how I just logged in, if I haven't already verified my identity.

Notes

• Discovery notes: Discovery: approach for Ph1 of sign-in widget updates #98000
• Content/visuals are in this Figma (see the alerts with "Verify" in them)
• platform/user/authentication/components/VerifyButton has a VerifyButton, a VerifyLogingovButton and a VerifyIdmeButton. Identity team created these button components
• The existing call to action appears to be controlled by src/applications/static-pages/cta-widget/components/CallToActionAlert.jsx, and the work is likely to require edits to that component
• The cta-widget (src/applications/static-pages/cta-widget) is used by all of the src/applications/static-pages/health-care-manage-benefits
