Submit to pandoc/lua-filters repository

Hi Denis, it would be great if this filter could be added to https://github.com/pandoc/lua-filters for greater visibility. There are some requirements of being added to that repository, which will need to be added:

• a Makefile with a test target to test the filter; and
• some data files used for the tests, which may also serve as examples.

I think folks would benefit if this gets added there. Cheers!

Thanks for bringing this up. Honestly, I think this is way to trivial, but I'll have a look.
Actually, there's a nice use-case for this, together with another filter yet to be written: MLA requires for repeated citations only the page number, but only if there is no paragraph break in between. So, one filter could insert those fake citations at the beginning of each paragraph, and this filter here could remove them again...
