Bug Description

Deleting a tenant does not cancel tenant revokation.

Steps to Reproduce

Create a tenant
Revoke the tenant
Delete the tenant
Create new tenant with same name
See proxy-server tenant revoked logs

Expected Behavior

A deleted tenant should be removed from the tenant list.
