chore: create a snapshot release workflow

Create a snapshot release workflow similar to this: https://github.com/defenseunicorns/uds-core/blob/main/.github/workflows/snapshot-release.yaml

This would enable easier cron-job triggered (e.g., nightly, weekly, etc.) testing by giving us bundles and packages that can be pulled down instead of making them from scratch within workflows.
