scene.json cameraTarget y>1 makes you look down

if you change the cameratTarget y value from 1 to a higher number, such as 8, in the attached scene.json file (which is from the Lotus Temple scene in the Conference Center District), rather than looking upward when you spawn into the scene, you are looking steeply downward.
