Describe the bug
When opening a previously created scene that uses a custom layout, the Scene Layout panel information is incorrect. It often ignores deactivated single tiles or shows a different layout size.
Some examples:
A 3 parcel "L" shaped layout shows as a 1x2 parcel layout
Single deactivated tiles appear activated.

To Reproduce
Create a new Empty Scene
Change the layout settings to 2x2 and deactivate one parcel so you end up with an "L" shaped layout
Apply changes and go back to the My Scenes screen
Open the previously created scene
Open the Layout Panel
Notice that the current Layout configuration is incorrect
This also applies to bigger and more complex custom layouts
Expected behavior
Layout panel preview should always reflect the current applied scene configuration
