Don't store delegate slug as username in the cookie #1

After deadlock-delegate/arkdelegates#51 is finished the delegate's "username" (slug in reality) can be removed from the Cookie.

Currently it's used so we can fetch delegate's proposal and payout information as it's using a public GET endpoint.
