Flesh out user scenarios for test plan use - pt 2

Goals: Each sprint, identify a small number of test scenarios from Product Feature Testing Outline to flesh out with full steps and release showstopper status

For this next sprint, let's try to flush out the following scenarios:
Scenario: DDEV-UI lists all DDEV projects and their status
Scenario: I can setup a DDEV project from an existing project
Scenario: I can remove a DDEV project
Scenario: DDEV-UI requires and checks for an appropriate version of the command line
Scenario: DDEV-UI requires and checks that Docker is running

Hey @dclear! Given the current deprioritization of UI work and the scope of what we are hoping to cover with the automated scenarios, I'm thinking we should push this ticket into the backlog until we pick up that effort again. #185 should cover the most critical scenarios for UI! What do you think?
