If a user is an admin/owner of a GitHub org and they submit an app belonging to that org, we should treat this as verified ownership, as we do for apps that are submitted from a personal account.

There are some unimplemented methods in the code where we should do this, we were just waiting on XAMPPRocky/octocrab#357 which is available now.
