Missing cluster health metrics #50

Hi folks,

We are looking into using pulsar heartbeat and noticed that the set of metrics related to cluster health do not show up:

It looked like the function EvaluateClusterHealth was never called. Is this unsupported functionality? Thanks for any pointers!
