Elements are duplicated for various reasons (duplicate entry in spreadsheets, provided in multiple input files, ....).

We do some deduplication, but can add some more tests and look at criteria to consider two items "the same" (based on attributes, defaults, conflicting values, etc.)

Specific elements to review:

  • Budgets
  • Policy markers
  • Participating orgs
