ERROR DLL load failed while importing pytransform3

I have installed pyarmor using the command pip install pyarmor and then I tried to generate a group license with the command

$ pyarmor -d reg -g 21

After this I installed cli.core.windows with the command pip install pyarmor.cli.core.windows and then I reattempted the group license the command

$ pyarmor -d reg -g 21

So it would seem that pytransform3 is not visible, however when I examine the pyarmor/cli/core pytransform3.pyd is installed but perhaps not in the correct location.

Found the solution. I ran the command pyarmor -d reg -g 21 in MSYS, instead of CMD.

The license installation does not work in MSYS.
