If you are running as root with HOME set to / the sym-links in the package directory will start with two slashed. e.g.:
lrwxrwxrwx 1 root root 51 Jul 3 10:27 path -> //.pub-cache/hosted/pub.dartlang.org/path-1.2.1/lib
Running as root this way is common when using a Docker container which is already confined.
(this is not a big issue :-) - just looks odd)

We're planning on getting rid of symlinks anyway (issue #15103), so I don't think we'll worry too much about aesthetics.
