on DLP of older version dandiset version show that newer version exists

I think it would be valuable to show to make it easier for the visitor to spot that he/she is browsing "outdated" version of the dandiset. Might be even at the level not only of the DLP but also the file browser to have some top level line stating something like

You are browsing version 0.XXX.AAA -- a newer version (0.XXX.BBB) of the dandiset was published since then.

or

You are browsing version 0.XXX.AAA -- draft version of the dandiset includes some not yet published changes.
