Team's Response

The term "user" and "staff" is used here interchangeably as the term describes someone who is using the application. They may be a staff member of the clinic / hospital and or medical institution or they may simply be a user who is using / testing application.

Therefore we are rejecting this as it is a non-issue and does not affect the quality of the documentation as we have already specified the user base the application is targeted at.
