so it says im in da wrong timezone but fs im in the right one. DST is a thing. fix!!

Hello, currently for Latvia DST is not in effect, so you are in UTC+2. You are correct that when DST is in effect your timezone offset will be UTC+3. Issue is that you selected timezone in settings is Asia/Amman which does not have a DST cycle, and it is always in DST. If you update your timezone to UTC+2 Riga in settings warning will disappear and your timezone will transition to DST automatically when it happens so you should have no further issues.
