What content is missing

We should have set up guide for windows users for easy getting started and ease of development.

Type of the content

Tips/troubleshooting/getting started

Not sure if applies to all Windows users. Along with DAGSTER_HOME, I also set PYTHONLEGACYWINDOWSSTDIO environment variable to utf8 (set PYTHONLEGACYWINDOWSSTDIO=utf8). Otherwise, I would get this warning about terminal not supporting unicode or something along those lines, sorry I don't remember the exact warning message.

Also may need to provide warning or heads-up in the documentation that if using WSL1, dagit/dagster won't work properly. See the Slack thread referenced in this feature request.
