As I've played with SwiftPM quite a bit in the last couple of weeks, I don't think this is viable. Xcode Server would have to add that support, then we could look into it again.

Unless we want to turn Buildasaur into a standalone CI server, which uses SwiftPM under the hood for building projects, there's not much we can do (and from experience, Travis works just fine for that + it tests on both Linux and OS X, so even if I wrote such tool, I don't think it would be a compelling offering).
