Obsolete Documents Page

Because our votes reference versioned policies, it would be good if we could have a separate page that we post obsolete versions of policies on, for full historical disclosure, but keep them separate from the live ones.

Even better if we can mark a document as obsolete and not have to re-upload it.

In #240 I replaced the documents page with a Google Drive folder, which is going to be easier to maintain hopefully.
