Switch the docs over to use Yelp by default, using a flag that switches to the webkit version for el8.

Webkit should be present either way, so it shouldnt be a significant configuration issue between the two approaches.

Forking el8 off has simplified the solution for this.

  • el8 remains the same
  • others use yelp
