• privilege number should indicate profession (SLP, AUD, OTP, OTA, LPC)
• privilege number should indicate the state
• no change of number based on lapse
• privileges will "count" with the exception of any purchasing glitches, in which case, the numbers would be discarded/skipped
• number should be shown on licensee dashboard and detail view for each privilege
• we probably want it to be searchable eventually, and maybe added to reports. These would be addressed in separate tickets
