That is, honor the if_not_exist flag in cs3org/cs3apis#122 at least for those storage providers:

localfs
eosbinary

The use cases for this are:

Concurrent upload of a new file from two different sync clients (one of the two must get a conflict, currently the two may be both successful).
Exclusive creation of lock files by the WOPI server, cf. the test at https://github.com/cs3org/wopiserver/blob/master/test/test_storageiface.py#L159 (which currently fails on CS3 storages).

The eosgrpc flavour will be looked at with @ffurano, and others are to be followed up at a later stage.
