Automatically add "graded by" to the comment #7

If the "ta" column exists in the spreadsheet, automatically append something like: "Graded by $ta." or "Contact $ta for grading questions."

Canvas lists the comment author as the person who runs canvas-wrangler, and then students assume that's the person who graded their homework.
