When creating a manuscript in German, the ampersand filter leaves Oxford commas in in-text citations, i.e. "Barth, Stahl, & Haider (2019)" is changed to "Barth, Stahl, und Haider (2019)".
In German, the Oxford comma should be removed.

I'm a little torn as to whether this is beyond the scope of the filter. Currently the filter simply replaces the "and"-symbol defined in the CSL because the CSL standard does not support different symbols for parethetical and in-text citations. Unless I'm mistaken, the Oxford comma is something that is part of the CSL definition. So the easiest and least hacky solution would be to use a different CSL file. However, I'm not aware of a version of APA CSL without Oxford commas.
I'm guessing this issues not only applies to German but also to other languages?
