Trouble Getting Started as a Service Provider (from README)

I'm trying to use this library for the first time and have never used samltest.id before. I'm following the directions in the README, and am able to add my xml file to https://samltest.id/upload.php , but when I navigate to localhost:8000/hello, I'm getting a HTTP 503 error >

"Service Unavailable
The server is temporarily unable to service your request due to maintenance downtime or capacity problems. Please try again later."

Is this a problem with with samltest.id or am I following the directions incorrectly.

Has anyone run into this problem?

Same problem with default README setup and instructions. Am I doing something wrong?

I did not get it to work - I think something on the website side is broken. Instead, I used Auth0 as an IdP to test the library. They have tons of great tutorials and I got it to work with this library: https://auth0.com/docs/authenticate/protocols/saml/saml-sso-integrations/identity-provider-initiated-single-sign-on
