Matrix fields are not displaying when 'min blocks' value matches that of 'max blocks'

Steps to reproduce

1. Create new matrix field with 'min blocks' given the same value as 'max blocks' (in my case 1)
2. Insert matrix field into an entry type
3. Create new entry
4. Matrix field button is not visible

Additional info

• Craft version: 3.0.0-RC7.1
• PHP version: 7.2.1
• Database driver & version: MySQL

@lukeyouell for me this is only the case for existing entries. When I create a new entry, the “static” Matrix field shows just fine.
