Received files in support and I'm able to reproduce on a fresh Beta 5 install:

• It's happening on a Matrix field; add an Entry Type with a Lightswitch and a Text Field conditionally shown based on the Lightswitch
• That works fine
• Set 'Max Entries' to 1 on the Matrix Field and you'll get a 403 User not authorized to create this element. error in the console
