Link option "Link to an asset" is missing when CKEditor field is in a matrix block.

Description

We have a website with multiple CKEditor fields, they all use the same config.

When the field is present in the root of an entry, the field has the option: "Link to an asset".
However, when adding the field to a matrix block, the option to link to an asset is no longer present.

Hi there,

Neither of the CKEditor fields have options in the "Available Volumes" setting.

The reason for this turned out to be that our volume didn't have public URLs set up.
After changing that, everything worked as expected.

However, it is worth noting an inconsistency when the only volume doesn't have public URLs set.
