I cloned and built covidwatch-android and installed it on two devices: My old Samsung Galaxy S6 running Android API 23 and my new Samsung Galaxy S9 running Android API 29. With some trepidation I informed covidwatch on the S6 that I had tested positive on April 1st (This is not true - I have never had or been tested for Covid-19, but I figured that I would not be carrying this phone around, so no devices would be notified except my S9).
So I assumed that I would be notified on my S9 that someone near me had tested positive. Looking at my S9, the covidwatch icon had a text-style "1" attached to it, but when I opened the app it said that it had not detected exposure to Covid-19.

I had the same result, reported a positive test on ZTE (Model Z835 OS 7.1.1). Like Susan's results, my primary phone had a 1 attached to the Covid Watch icon (notifications counter) but no banner showing inside the app. Primary phone = SAMSUNG-SM-J327A OS 8.1.0.
For now, I believe that this is a Bluetooth issue on the Galaxy S6. In the Bluetooth settings, the S6 only intermittently recognizes the S9. And the S6 also doesn't see my headphones. I'll also test this with Pavlo's new EN code, just in case it's a software issue.
