So that they're accessible from website

What do you mean specifically? Each module spec already has an overview.md - is there some integration which requires something named readme.md?

Exactly, otherwise this https://cosmos.network/docs/spec/staking returns 404.

got it well then we should just update overview.md -> readme.md simple as that
