Summary

The abstract block of the tools/cosmovisor/README.md is misleading.
That text suggests Cosmovisor is interpreting the chain state, especially proposals, and stopping the chain process.
When actually just looks for the liveness of the process and the upgrade-info.yaml, as explained here .
