Support core API events #14690

#14685 specifies a cosmossdk.io/core service for emitting events.

This service should be implemented in runtime on main and provided to modules, similar to how the core store services are provided.

The implementation should not concern itself with including events in consensus and should just wrap the existing `EventManager.
