The latest Dependabot PRs have started failing for the release-notes.yml CI. I think is is occurring because the release notes CI was updated to use a PAT instead of the GitHub token to fix #287 and Dependabot PRs don't allow PATs as outlined here.

PRs that I noticed failing: #292, #291.
