LoopControl: recall lines some times shows data from the previous line

execute 1 command
type a long line
use the up key to recall the previous line

only the command executed in the first step should show in the line, without any extra data from the previous line

more data needed: which tools & OS and perhaps extra steps trigger the bug some users have observed. If it ends up being tool & OS specific then is likely to be the special approach to clear lines used in CommandHandler.ReplaceInputCommand.
