Unicode input broken in attach

Description

Steps to reproduce the issue:

1. podman create -ti --name Unicode_input busybox

2. podman start -ai Unicode_input

3. Type a Unicode character.

Describe the results you received:
The terminal beeps.

Describe the results you expected:
The Unicode character is displayed.

Additional information you deem important (e.g. issue happens only occasionally):
Does not happen with run -ti or exec -ti.

My suspicion is this is related to raw terminal support - I know run and start --attach set it, but plain attach might not.

I am very sorry; the commands I gave do not reproduce the issue. It seems to be related to the debian image, where I can reproduce this with exec and run also. For busybox and fedora the Unicode input works in all cases.

I will close this now. If you think the issue with the debian container is related to podman, please reopen. (I do not have docker to compare right now.)
